If we keep him in a safe place there's not only a good chance for him to escape, but the probability that we're wasting valuable resources such as what little security we have by keeping an eye on him before, sir.
If anything, it should make people feel safer, now that all of this mutiny talk will be silenced.

You don't know that. Perhaps someone else will take over in retaliation. Keeping him alive is our safest solution. It's worth the resources we'll spend on him.
