Of course that law is ruthless and brutal and does not keep us appraised of its rules, so it's not a good situation for us. In that way, it would seem like 'forming a system' would be redundant, and also possibly rebellious.

On the other hand we could probably use some kind of order to us, but good luck getting such a shifting, diverse demographic to listen or care. Something like a personal protective group would probably, and a representative for our concerns would be useful. But it will be difficult to form such a thing without looking like a blatant power grab.
