One bloody war just ended and another is brewing. Revenge crops up quite often in those circumstances.

War might be the only thing to stop even greater problems, as much as I would prefer a peaceful solution.

In my experience few people take things to the Empire's extreme. They enslave sentient beings and kill people who get in their way.
