If they could use such a thing in interrogations, say, it would be simple to find out who had killed Holmes, whether there was someone who was responsible for those disappearances...]

I am the kind of man who demands a warranty with each purchase. I would not, as a matter of course, use such a substance, but I should like to take it out of general circulation; however, if it is of no use, then I should not like to waste my scant few possessions.

But why would I care about it being out of circulation if it isn't even effective? No: I demand some guarantee that if it does not work, I receive my possessions back. Otherwise this is nothing more than a transparent scam.

You do. This item will be sought after by the naturally suspicious, those who do not trust the intentions of those around them - but those who are naturally suspicious also will not take it on faith that it works. If they're parting with their belongings, then they'll be giving up items they don't even particularly value in the first place.
