Then again, he's dead, isn't he? Or was. And she lingered close, a constant companion, even before he died. She still lingers close now, both this piece of her and her concept.
When they get to the rec room -- thankfully empty -- he invites her to sit first. He knows she's not really a lady in the strictest sense of the word, but she looks like one and it's an ingrained courtesy.]

The thing is, I don't know how much you're... you right now. Your job, I mean. So I'm not sure you'll even know what I'm talking about, but... My partner, Jack. Jack Harkness. That's not his real name, but it's what he's gone by longer than anything, I think, so it's his name now.

The thing is, he can't die. Or he can, but he comes back. Over and over. You don't... you don't keep him. The Doctor told him it's because he's a fixed point in time and space, but he's not a thing, he's still a person and people are supposed to die eventually.
Do you have any idea what I'm talking about?
[It's possible he's spilling his guts and all of Jack's secrets to an aspect of Death so diminished she doesn't know any of this, if she ever did. Maybe Death doesn't touch Jack because he's a blind spot.]

I can't be a hundred percent sure how it works in your particular world, since it's not my jurisdiction. But in general... the key word is eventually. Every now and then, you get someone who has a lifetime longer than a human would expect. Sometimes it's just the exact right set of circumstances.
Other times it's because someone meddled where they should not. The universe has a habit of setting those to right.
People who die and just refuse to stay put aren't quite as common. But every now and then, there is one. [Superheroes]
In the end, it's a matter of where they fit in the long view.
