He's testing the waters actually. he's clearly got no qualms experimenting on John, he doesn't see why Watson should be exempt from it. But there is a part of him that does want to legitimately get along with Watson. It's the small things he notices like how honestly John and Holmes are close and he wants to see if he can bond on that level with Watson. It's a shot in the dark. But for what it is, Watson is his bestfriend in Victorian packaging. He's really just imagining John with a top hat until Watson provides visuals. ]
