Seems someone was taking the pets for a walk when he got locked out.

I'm going to be out on patrol--like Tyke and Kirk said, get to agriculture. If you don't want to fine, whatever, no one is going to make you.

[Alex sounds more confident, sure of himself since his last broadcast. He has a handle on this stuff--organizing, dealing with a crises, taking a lead--he can do that. It's a version of control, and he's comfortable with that.]
